A Westminster man is charged with assault and a sex offense for allegedly touching a victim inappropriately without consent.

Mark Allan Riedel, 51, of the first block of Pennsylvania Avenue, is charged with second-degree assault and committing a fourth-degree sex offense, according to electronic court files.

Riedel is being held at the Carroll County Detention Center on $35,000 bond, according to electronic court files.

Westminster Police responded to Locust Lane in Westminster at approximately 11 a.m. Saturday and met with the alleged victim. The victim told police she was crossing East Main Street on her way to the Westminster library when she encountered Riedel, according to charging documents.

The victim told police she was familiar with Riedel and engaged in a friendly hug when he allegedly made a lewd remark and grabbed her chest, according to the documents.

Shortly after noon that day, the victim contacted police and said that Riedel was inside the library, according to the documents.

Police made contact with Riedel and the victim positively identified him as the man who allegedly assaulted her, according to the documents.

Riedel allegedly admitted to the assault after being read his rights, according to the documents.
