Two charged with theft conspiracy from Westminster stores

Two Baltimore men are charged with theft and theft scheme for allegedly stealing $1,700 in merchandise from multiple stores in Westminster last month.

Michael Anthony Prosper Jr., 31, and Edward Robert Stewart, 39, are charged with theft, conspiracy to commit theft and theft scheme, according to electronic court files.

Prosper was released from the Carroll County Detention Center Wednesday on $8,000 bond, according to electronic court files. Stewart was released on his own recognizance Jan. 10.

A Westminster Police Department officer responded to the CVS store on Englar Road at approximately 7 p.m. Dec. 15 for a report of a shoplifting, according to charging documents.

The store manager told the officer two suspects, later identified as Prosper and Stewart, entered the store, selected multiple razor blades, and fled without paying, according to the documents.

On Dec. 16, an officer responded to the Walgreens store on Meadow Creek Drive at approximately 4 p.m. and spoke with the store manager who described a similar incident occurring the previous day, according to the documents.

Police reviewed surveillance footage and the vehicle and suspect descriptions from both incidents and identified Prosper and Stewart, according to the documents.

Arrest warrants for both suspects were issued Dec. 22, according to electronic court files.

Prosper is also charged with theft and conspiracy to commit theft from the Rite Aid store in Eldersburg on Nov. 14, according to electronic court files.

A deputy with the Carroll County Sheriff's Office identified Prosper with help from investigators in Westminster and a warrant was issued on Jan. 15, according to electronic court files. Stewart is named as a suspect in the Nov. 14 theft but has not been charged.
