A Westminster man is charged with driving while impaired by drugs after he allegedly hit several street signs while under the influence of a prescription medication.
Rocky Melvern Ibex Jr., 35, of the 700 block of Windsor Drive, is charged with driving while impaired by drugs, driving while impaired by alcohol, reckless driving, failure to stop after a collision and related offenses, according to charging documents.
Ibex was released from the Carroll County Detention Center Sunday after posting $30,000 bond.
A Westminster Police officer responded to a reported crash on West Green Street around 10:20 p.m. Thursday and found the suspected vehicle with front end damage, according to charging documents.
Witnesses told police Ibex's vehicle crossed the center line on West Green Street and hit multiple street signs before driving onto a sidewalk, according to the documents.
The officer identified Ibex as the driver and saw his movements were slow and sluggish, according to the documents, and Ibex told the officer he took lorazepam, an anxiety and insomnia prescription, less than 30 minutes before the incident.
Ibex is reported to have fallen asleep while speaking with the officer and then fell asleep again during field sobriety tests, according to the documents.
The officer arrested Ibex and took him to Carroll Hospital for treatment where Ibex continued to have trouble staying awake, according to the documents. After refusing treatment, he was taken to the detention center's central booking unit.
