A Sykesville man is charged with theft and assault for allegedly stealing fishing tackle from a man then threatening him with a rifle when confronted.

Harvey Ellerty Hough Jr., 52, of the 6200 block of Oakland Mills Road, is charged with two counts of first-degree assault and one count of theft $1,000 to less than $10,000, according to electronic court files.

Hough was released from the Carroll County Detention Center on Monday on $7,500 unsecured bond.

According to an application for charges the victim filed, Hough allowed him to keep a boat on Hough's property last summer, but bags of tackle went missing, according to the application.

The items were discovered in Hough's tackle box and in his garage, according to the application.

Hough allegedly pointed a rifle at the victim several times after he reclaimed his property and confronted Hough about the thefts, according to the application.
