A Howard County man was arrested Thursday after he allegedly stomped on a man's face, causing him to lose consciousness.
Jay Paul Fosbacka, 43, of Columbia, was charged with one count of first-degree assault and one count of second-degree assault. He was held on $15,000 bond, which he posted Thursday and was released, according to electronic court records.
A Maryland State Police trooper spoke with a man at Carroll Hospital, who said Fosbacka assaulted him. He was at a residence on Ridge Road in Woodbine with his children. While at the residence, a woman asked him if it would be justified if Fosbacka killed him, according to the statement.
The man told the trooper he brushed off the question because he was with his children. Approximately two minutes later, Fosbacka entered the kitchen where the man was and threw him to the ground. The man said he remembers Fosbacka stomping on his face twice before losing consciousness, according to the statement.
According to the statement, the man told the trooper that Fosbacka threatened to shoot him, and Fosbacka is known to have weapons.
