A Taneytown woman is accused of driving a car at a man then continuing to drive for about a half mile with him on the hood.

Kimberly Jo Dowden, 45, of the unit block of East Baltimore Street, is charged with second-degree assault, reckless endangerment and theft less than $1,000, according to electronic court files.

Dowden was released from the Carroll County Detention Center on Tuesday after posting $5,000 bond.

A trooper from the Maryland State Police Westminster Barrack was patrolling Md. 140 in Finksburg at about 2:20 a.m. Tuesday morning when he saw a car pull out of the Scenic View Motel parking lot with a man lying on the hood, according to charging documents.

The vehicle drove east on Md. 140 and the trooper turned around and followed but lost sight of the vehicle, according to the documents. After turning around and driving west, the trooper located the vehicle in the parking lot behind the Arby's on Gamber Road.

The man whom the trooper had seen on the hood of the car approached the trooper waving his arms and said he was at the motel with Dowden when they fought and she tried to drive away, according to the documents.

The man said he stood in front of Dowden's car and she drove forward so he jumped onto the hood to avoid being hit, according to the documents.

The trooper noticed scratches and cuts on the alleged victim's face, neck and abdomen, according to the documents.

Dowden was not at the scene, and the alleged victim said he was not sure where she would go, according to the documents.

A tracking dog was called and traced Dowden's scent to a residence on Old Westminster Pike and the owner, who knew Dowden, said she came in and used the phone then stole $100 from the owner's purse, according to the documents. The woman said Dowden had gone to the Jiffy Mart on Md. 140 in Finksburg and troopers found her there.

Dowden told troopers she argued with the alleged victim over his excessive drinking, and he grabbed her when she tried to leave, then jumped on the hood of the car as she drove away from the motel, according to the documents. She said she was not injured in the altercation.

Dowden was arrested and transported to the detention center's central booking facility.
