A Sykesville man was arrested Tuesday after he allegedly took a vehicle without permission in Carroll County and crashed it in Howard County.
Russell C. Wilkens, 39, of the 1200 block of Liberty Road in Sykesville, was charged with one count each of unauthorized removal of a motor vehicle and unlawful taking of a motor vehicle in Carroll County, and was fined in Carroll County for driving the vehicle while under the influence of a controlled dangerous substance.
He was held in Carroll County on $8,000 bond as of 10:50 a.m. Wednesday.
According to the application for statement of charges, Wilkens took a vehicle without permission from its owner some time between 6:30 p.m. on March 31 and 12:16 a.m. April 1, when Howard County police fined him for driving under the influence of a controlled substance. Howard County police said Wilkens was involved in a roll-over collision, according to the statement. It was not clear whether there were any injuries or whether another vehicle was damaged in the collision.
The owner of the vehicle told police Wilkens did not have permission to drive the vehicle or to take the vehicle. The owner of the vehicle said he called police when he was unable to find his car keys in the morning and then was unable to find his vehicle in the parking lot of his residence, the document says.
