A Westminster man was arrested Monday after he allegedly assaulted a woman.
Richard Eugene Tracey, 58, of the unit block of Carroll Street, was charged with two counts of second-degree assault on separate occasions. He is being held at the Carroll County Detention Center, according to electronic court records.
According to the statement of charges, Westminster police officers responded to the report of an assault at Jos. A. Bank in Westminster on March 15.
A woman told the officers that Tracey had allegedly punched her several times with a closed fist during the course of an argument. The woman was bleeding from her forehead, according to the statement.
Tracey was placed under arrest and transported to Carroll County Central Booking. While at booking, the officers were unable to complete the necessary charging documents due to a computer system failure and they released him from custody, according to the statement.
On Sunday, deputies from the Carroll County Sheriff’s Office responded to the Cold Weather Shelter for a reported assault, according to a statement of charges.
The same woman had visible injuries to her face. She said Tracey had struck her with a closed fist during an argument. The woman said she went to the shelter for help, according to the statement.
Deputies located Tracey inside a parked car near the facility. Tracey was allegedly intoxicated and the deputies contacted emergency medical services to check on his welfare. He was transported to Carroll Hospital for evaluation, according to the statement.
