Westminster woman charged with unlawful taking of vehicle, theft

A Westminster woman was arrested after she allegedly hit a parked vehicle drunk while driving a car belonging to someone she did not know in September, police said.
Rosetta Renee Santos Torres, 35, of the 100 block of S. Center Street, was charged with one count each of theft between $1,500 and $25,000, the unlawful taking of a motor vehicle, and the unauthorized removal of property.
She was originally held on $3,000 bail, but is now being held without bond as of 4 p.m. Tuesday, according to electronic court records.
According to the statement of charges, Torres was arrested by a Westminster police officer for driving while under the influence on Sept. 1. She was found driving a black 2000 Volkswagen Passat registered in Gettysburg, Pennsylvania, after having collided with a parked vehicle near South Church Street and East Main Street in Westminster, according to the report.
The owner of the vehicle told Westminster police they had lent it to a relative about a month prior, and the car was taken when the relative was visiting a friend on Aug. 31, according to the statement. The relative of the vehicle owner fell asleep with the car’s keys next to him, and when they woke up the keys were missing, he told police in the report.
