A Westminster man was indicted after allegedly secretly recording a minor.
Darren Lee Sheppard, 30, was charged with one count of sex abuse of a minor and eight counts of visual surveillance with prurient intent. He was released on his own recognizance following a Tuesday bail review, according to electronic court records.
According to a further investigation statement contained in case files, witnesses discovered a video camera set up so as to film through a window. An SD card inside the video camera was found to contain recordings of a juvenile undressing.
Sheppard admitted to setting up the camera without the knowledge of the alleged victim but said he did so for innocent purposes.
The Carroll County Sheriff’s Office, Child Protective Services and the Frederick County Sheriff’s Office collaborated to investigate.
Sheppard had not returned a call for comment as of 7 p.m. Wednesday. No court scheduling information was available as of close of courts Wednesday.
