According to the statement of probable cause, a Taneytown police officer was conducting a patrol near East Baltimore and Franklin streets when he observed two men fighting.

After checking the identity of both men, the officer learned that Rill was wanted on an active warrant through the Carroll County Sheriff’s Office. The officer placed him under arrest, according to the statement.

The officer searched Rill upon arrest and found a baggie containing 18 pills of suspected heroin. After being advised of his rights, Rill spoke to police and said he had purchased the capsules for $10 each, according to the statement.

A call placed Monday evening to the number listed for Rill resulted in a recorded message saying the number was unavailable and did not give an option to leave a message. No court scheduling information was available as of 6 p.m. on Monday, Jan. 28.
