4 face narcotics charges after search of Westminster home

Four individuals were charged with intent to distribute narcotics and related charges following a Thursday search of a Westminster residence.

Cheyenne Mariah Blake, 18; Kevin Lamont King Jr., 22; Gary Douglas Lambert, 63; and Raymond Michael Zager, 53, were each charged with six counts including two counts of possession of narcotics with intent to distribute and one count of keeping common nuisance.

Blake was released on $2,000 bail, King was released on $5,000 bail, Lambert was released on $4,000 bail and Zager was released on $4,000 bail, according to electronic court records.

According to the statement of probable cause, the Carroll County Crisis Response Team executed a search and seizure on a residence in the unit block of Middle Grove Court West in Westminster. The four individuals were inside the house at the time, official said.

During the search, investigators seized a plastic bag filled with vials, a digital scale with suspected cocaine residue, a plastic bag containing 12 sectioned-off bags of suspected rocks of cocaine and six knotted-off sections of suspected heroin, cellphones, cash, two glass smoking devices with suspected cocaine residue and multiple plastic bags with the corners cut off, according to the statement.

Detectives felt the quantity of suspected heroin and cocaine and the packaging materials found were sufficient to indicate an intent to distribute, according to the statement.

According to Maryland Criminal Code, a “common nuisance" means “a dwelling, building, vehicle, vessel, aircraft, or other place resorted to by individuals for the purpose of administering illegally controlled dangerous substances; or where controlled dangerous substances or controlled paraphernalia are manufactured, distributed, dispensed, stored, or concealed illegally.”

A call to the number listed for Blake went straight to voicemail as of 6 p.m. Friday. King had not responded to a call for comment. The number listed for Lambert could not be reached. An individual who answered at the number listed for Zager declined to comment when reached by the Times.

Court dates for Zager and King are scheduled for Dec. 4. Court scheduling information was not available for Blake and Lambert as of 6:30 p.m. Friday.
