Manchester man facing pornography possession, distribution charges, according to court documents

A Manchester man is facing 13 charges related to child pornography.

Frank Andrew Hein Jr., 41, of the 2900 block of Arizona Way, is charged with five felony counts of promoting and distributing child pornography and eight misdemeanor counts of possessing child pornography, according to electronic court records. He was arrested Jan. 19 and released on $10,000 unsecured personal bond on Jan. 20.

According to the statement of charges, a state trooper conducting an online investigation of a peer-to-peer network for offenders sharing child pornography in January 2020 began investigating an internet service provider’s address from which 427 files were made available and downloaded.

The trooper randomly selected five files and found four showing images of prepubescent girls and one of a female toddler in pornographic situations, according to the charging documents.

Investigation into the internet address resulted in a subpoena, which led police to Hein. A search and seizure warrant was served on April 24 at Hein’s address in Manchester by the Maryland State Police Computer Crimes Unit, Homeland Security Investigations and Carroll County Sheriff’s Office Internet Crimes Against Children with assistance from MSP Westminster barrack.

Hein was then interviewed and, according to charging documents, “admitted to routinely deleting the child pornography that he received from the investigated P2P network.” And when talking about child pornography, he referred to it as “art,” according to court documents.

A forensics report of electronic devices found at Hein’s address revealed 97 individual files referred to as “child pornography” were found as were more than 3,000 images and videos depicting children in various stages of undress, according to charging documents.

An arrest warrant for Hein was issued on Nov. 19 and served on Jan. 19. No phone number for Hein was listed in charging documents.

A preliminary hearing is set for Feb. 19 in Carroll County District Court.
