Hampstead man charged with sex offenses allegedly from over 30 years ago

A Hampstead man has been charged with sex offenses alleged to have occurred between 1979 and 1987.

William R. Cox, 53, of the 3800 block of Shiloh Avenue, was indicted by a Carroll County grand jury Aug. 30 with 15 counts including second-degree rape, second-degree sex offense and abuse of a child by a custodian, according to electronic court records.

An arrest warrant was issued the same day. He was released on his own recognizance following a Thursday bail review.

According to the indictment, Cox performed sexual acts on a person under the age of 14 while at least four years older. No further information was immediately available through court documents. Cox would have been 14 years old in 1979.

Cox waived his right to a bail review twice after an error prevented a public defender from representing him for a bail review Tuesday and Wednesday.

A court date is scheduled for Sept. 25.
