A Westminster man is charged with theft and assault after being arrested Wednesday.
Todd Edward Baker, 51, of Westminster, is charged with second-degree assault and theft of less than $100 in value, according to online court records.
On June 3, Maryland State Police responded to a home on Baltimore Boulevard in Westminster for an alleged assault, according to charging documents.
Police met with a woman who alleged Baker had grabbed and shoved her repeatedly and then taken her cellphone before driving away, according to charging documents.
Police say in the charging documents that the woman presented with fresh injuries, including a bruised and bleeding forehead, deep bruising on her arms and a cut on her chest.
Police reached Baker by phone, and he allegedly told them that he was in Pennsylvania and would not meet with police or return the phone, claiming ownership of the device, according to charging documents.
An arrest warrant was issued for Baker on June 5 but was not served until June 12, according to online court records. Baker was released on his own recognizance later that day, according to the records, and is scheduled to appear in Carroll County District Court for a trial on Aug. 14.
