Manchester man charged with soliciting a minor

An aquatics instructor from Manchester who worked at a summer camp for youngsters at the Jewish Community Center of Greater Baltimore has been charged with sexual solicitation of a minor, police said.

Charles David Beaver, 58, a former teacher at Westminster High School, was arrested Tuesday at a Baltimore County hotel, police said.


Police said the man had communicated online with a person he believed was a pimp to arrange a meeting at the hotel with two teenage boys for sex. The supposed pimp was actually a Baltimore County detective. When Beaver showed up at the hotel, he was taken into custody.

Police said Beaver has been an aquatics instructor at the Jewish Community Center, and has worked at both the JCC's Parks Heights and Owings Mills centers. Police said Beaver has also been a soccer coach, but it was unclear where.


School officials in Carroll County said Beaver was a business education teacher at Westminster High School from 1978 until his retirement in 2010.

The Jewish Community Center sent a statement to members Wednesday saying that officials are "deeply disturbed and concerned and intend to fully cooperate with the authorities in their investigation of Mr. Beaver."

The JCC said it had fired Beaver.

Robin Rose-Samuels, a JCC spokeswoman, said Beaver taught Red Cross certification classes part time there since June 2012 and full time since November. He taught swim lessons this summer for children from preschool through fifth grade.

Rose-Samuels said the JCC has not received any complaints against Beaver.

In the statement, the organization said employees undergo a "rigorous background investigation," including "fingerprinting and a search of the Criminal Justice Information System."

The Baltimore County crimes against children unit began investigating Beaver Tuesday after receiving a tip that he wanted to pay money for a 16-year-old boy and 15-year-old boy to perform a sexual act, police said. A detective posed online as a pimp and also as a 15-year-old boy. Police said Beaver indicated he wanted to engage in a sexual act with the boy.

Police said the detective then arranged the hotel meeting.

Beaver, of the 3000 block of Main St. in Manchester, is charged with sexual solicitation of a minor and related offenses. He was being held at the Baltimore County Detention Center in lieu of $100,000 bail.

Online court records indicate no criminal history in Maryland. Beaver did not have an attorney listed in online records.

Detectives are asking anyone with additional information to contact police at 410-307-2020.

Police said the investigation was conducted by Baltimore County detectives and other members of the Maryland Child Exploitation Task Force, a group composed of county police, FBI officials and law enforcement officers from other jurisdictions.
