While the town of New Windsor agreed to take part, there have been disagreements between town and county officials in recent months, as well as pushback from residents of the town.
In September, it was decided that the county and WasteZero would receive the profits from the bags and waive the town’s tipping fee for trash throughout the duration of the pilot program. WasteZero partners with more than 800 towns, cities, counties, state agencies and private organizations to help them reduce waste and increase recycling, according to its website.
The hope is by encouraging recycling and throwing away less waste, New Windsor will save money, and the town has discussed lowering taxes if money is saved through the pilot, which therefore would save residents money.
When does the pay-as-you-throw FuTuRe program start and how long does it last?
The program began Thursday, Nov. 1, but the first trash pick-up won’t occur until Tuesday, Nov. 6.
The program lasts 34 weeks, with the last trash pick-up occurring June 24, 2019.
While this program is currently just a pilot, New Windsor Mayor Neal Roop has said there are other companies who have expressed interest in continuing the program past the pilot. Roop has also said the town will look at the pilot to see if it saves citizens money and cuts down on trash before deciding whether to continue after June.
How does the pay-as-you-throw FuTuRe program work?
All regular trash must be bagged in the authorized trash bags before being placed curbside on collection day. Any items not in the designated bags will not be accepted. Recycling is free.
There are two sizes of bags available for New Windsor residents to buy. The small bags, which are 15 gallons, cost 65 cents each and the large bags, which are 33 gallons, cost $1.20 each. Both the small and large bags can also be bought in sleeves of five. Small bag sleeve costs $3.25 and large bag sleeve costs $6.
The town is also providing a $35 gift card to 7-Eleven for each household to offset the cost of the bags.
Where can I get my first free trash bag and gift card?
The town of New Windsor is providing one free large trash bag for every household. Representatives from WasteZero went door to door Oct. 24 and 25 to provide a starter bag and gift card, as well as information about the trash program.
Residents who weren’t home can go to New Windsor Town Hall, 211 High St., from 9 a.m. to 3 p.m. Monday through Friday or call 443-671-1266 and leave a message with name, address and phone number to make other arrangements to get the gift card and bag.
Where can I purchase bags for the remainder of the pay-as-you-throw FuTuRe pilot program?
To purchase bags in town, residents can go to the 7-Eleven, 2899 New Windsor Road. Bags can also be purchased at Kennie's Market, 11 Grand Road in Taneytown.
Right now, the pilot is just being done in New Windsor. Whether the program becomes countywide is based on many factors, including the pilot’s success on a small scale. But there has been concern from some county commissioners over whether it makes sense financially to incentivize recycling with the demand for recycling in decline.
