Shortly before 8 p.m. Tuesday, Jan. 22, the Carroll County Sheriff's Office found a teen, 14-year-old Christopher David Seal, who had been reported missing in the area of Breezy Lake Way in Eldersburg.

“He’s been found and is being transported to Carroll Hospital ... for exposure,” said Sheriff Jim DeWees.

A search with a helicopter began shortly after the incident was reported around 5 p.m., and the Sheriff’s Office posted a notice on its Facebook page, which was shared with various community groups.

“I think what’s generating a lot of [attention] is there is an active search team on the ground,” Lt. Mark Devilbiss told the Times around 7:30 p.m. “It’s a highly populated area; it’s 7 in the evening.”

But there was only one helicopter and, although the search was being taken seriously, he said it was not normal protocol for a missing minor.

“If we were doing this at 3 a.m., we wouldn’t be getting near the amount of interest,” he said. “This area off Johnsonville [Way, there’s] high-density housing there, so there’s a lot of people to see the little bit that’s going on.”
