Pedestrian crossing Md. 140 in Westminster struck by car, killed

A pedestrian was struck and killed in a motor vehicle collision on Baltimore Boulevard (Md. 140), between Malcolm Drive and Gorsuch Road in Westminster on Thursday night.

The pedestrian was identified as Emily Morgan Kolb, 28, of Baldwin, Maryland.

According to a Maryland State Police news release, the Carroll County 911 emergency center received a call about an accident at around 10 p.m. When MSP troopers arrived on the scene the pedestrian was found unresponsive. Shortly after paramedics arrived, they pronounced the pedestrian deceased.

Kolb, along with a 27-year-old male, attempted to cross all four lanes of westbound Baltimore Boulevard in a non-pedestrian and no crosswalk location, wearing dark clothing, according to the preliminary MSP investigation.

The male made it across to the grassy median strip separating eastbound and westbound Md. 140, but Kolb was hit by a gold 2002 Pontiac passenger vehicle driven by a 37-year-old woman. The driver remained on the scene for questioning, according to the release.

According to Maryland State Police First Sgt. Vinson Smith, the driver was not found to be at fault so no arrest was made and there are no plans to file charges.
