Westminster man held without bond after being charged with child abuse

A Westminster man is being held without bond after being charged Friday, Jan. 4, with child abuse.

Julio Cesar Rivas Chavarria, 31, of the 100 block of Shaeffer Avenue, Westminster, is charged with one count each of first degree and second degree child abuse, according to electronic court files.

On Friday, Maryland State Police were contacted after a medical examination of an infant led to the discovery of injuries that led health and social work officials to suspect physical abuse, according to charging documents.

State police responded to Johns Hopkins Hospital, where physicians told police the infant had suffered brain and liver damage, with a diagnosis of “non-accidental trauma,” according to charging documents.

At the time, the child had been in the care and custody of Chavarria, who after initially telling police the infant had fallen, allegedly admitted to striking the child, according to charging documents.

Chavarria was arrested and is being held without bond in the Carroll County Detention Center, according to electronic court records. A preliminary hearing is scheduled for Feb. 5 in Carroll County District Court.
