Plans begin for 2023-24 school calendar in Carroll, with ‘consistency of instruction’ listed as superintendent’s goal

The Carroll County Public Schools superintendent has presented her proposed calendar for next school year, setting Sept. 5, 2023, as the first day of school for students, with a last day of June 6, 2024, if no inclement weather days are used. Staff are scheduled to begin Aug. 28, 2023.

The Board of Education got its first look at the proposed calendar during its meeting Sept. 14.


Documents accompanying the proposal state that the calendar “seeks to maximize full weeks of school to support consistency of instruction.” Each September the superintendent brings the proposed calendar to the school board for its approval. The calendar is released for public comment before returning for board action.

Final approval of the 2023-2024 school calendar is scheduled for the public school board meeting on Nov. 9.


In her proposal Superintendent Cynthia McCabe scheduled winter break to begin Dec. 25, with students returning Jan. 2. Spring break is set for March 28-April 2, 2024.

“It would be a Thursday, Friday, Monday, Tuesday,” she told the school board.

School board member Tara Battaglia asked whether all five inclement weather days included in the plan would need to be used before implementing virtual learning for emergency closings.

McCabe said the plan “would be just the same as it is this year. We go through all of our inclement weather days first, traditionally before we do any kind of virtual learning.”

If any of the five emergency closing days built into the calendar are not used, the school year will be shortened. If one day is not used, the last day of school for students will be June 12; two days moves the last day to June 11; three to June 10; four to June 7. If none of the five days are used, the last day of school for students will be June 6, 2024.

In addition, “in the event that the school year is shortened due to unused emergency closing days, the last student day will be a two-hour and 45-minute early dismissal,” documents state.

Other planned days off for students in the proposed 2023-2024 calendar include: Oct. 20; Nov. 23-24 (Thanksgiving); Dec. 25-29 (winter break); Jan. 1 (New Year’s Day); Jan. 15 (Martin Luther King Jr. Day); Jan. 26; Feb. 19 (Presidents Day); March 28-29 and April 1-2 (spring break); April 23 (election day); May 27 (Memorial Day).
