Manchester Valley principal tapped to lead Carroll County high schools; more personnel moves announced

Upon the retirement of Kim Dolch, Manchester Valley High School Principal Eric King will fill the role of director of high schools for Carroll County Public Schools.

Superintendent Steve Lockard announced this change along with several other personnel moves during the Board of Education meeting Wednesday.


Dolch has served in that role in the central office since 2015. She and her husband, Carroll County’s athletic director Dave Dolch, will both retire from CCPS at the end of this school year.

Joseph Guerra, principal of Francis Scott Key High School, will move to become the principal at Manchester Valley.


Lockard said, “We're looking for several years of work from Mr. Guerra in this in this role which he is well aware of and very excited about. I know that leaves a void at Francis Scott Key High School. We will be advertising that position and looking to fill a vacancy as soon as possible.”

Shannon Zepp, assistant principal at Winters Mill High School, will move to Francis Scott Key effective July 1.

Maria Martin, assistant principal at Liberty High School, will move to fill that role at Winters Mill.

Near the end of May, CCPS had previously announced other personnel moves, including the appointment of Cynthia A. McCabe, the school system’s director of elementary schools since 2011, to the role of chief of schools.

She takes over after the retirement of Steve Johnson, assistant superintendent of instruction.

For both Dolch and Johnson, June marked their final school board meeting as CCPS employees. They were both recognized with standing ovations from their colleagues.
