North Carroll High, New Windsor Middle and Charles Carroll Elementary schools were closed at the end of the 2015-2016 school year, but in 2018, the Board of County Commissioners determined the fates of two of the buildings and debated what’s next for another.

You can't mention 2018 without talking about weather. Intense precipitation washed out roads, softened soils and down trees. Festival goers were forced to turn elsewhere for entertainment on multiple occasions, as iconic Carroll County events were rained out. And a tornado tore through Mount Airy.

Hampstead Overlook, a proposed 250-home development in the Town of Hampstead, was a hotly contested topic in 2018. Concerned citizens railed against the development because of environmental and traffic concerns. The town council rezoned the 118-acre property from industrial to residential.
