Year in Review: Fate of Charles Carroll, New Windsor buildings decided; North Carroll continually debated
North Carroll High, New Windsor Middle and Charles Carroll Elementary schools were closed at the end of the 2015-2016 school year, but in 2018, the Board of County Commissioners determined the fates of two of the buildings and debated what’s next for another.
TownMall of Westminster evolved in 2018, after a change in ownership the previous year, incorporating local businesses, such as the Cob51 art studio and R/C Theatres, which installed reclining seats in the theater.
In the November elections, Maria Oesterreicher won election to the bench of the Circuit Court of Carroll County, becoming the first female judge in the court’s 180-year history. Back in February, Lt. Rebecca Bosley became the first female commander of the Westminster barrack of the Maryland State
You can't mention 2018 without talking about weather. Intense precipitation washed out roads, softened soils and down trees. Festival goers were forced to turn elsewhere for entertainment on multiple occasions, as iconic Carroll County events were rained out. And a tornado tore through Mount Airy.
Of course, with the gubernatorial elections in Maryland, there was change among local elected leaders in Carroll County, but 2018 also saw several high profile community leaders retire and new faces step in to fill their shoes.
A lot of progress has been made in South Carroll's planning and development, with major accomplishments like the adoption of the Freedom Plan and breaking ground at the Warfield development at the top of the list. Also notable are plans for a hotel in Eldersburg and the denied Buttercup annexation.
In October sculptor Gary Casteel, 72, of Gettysburg, proposed to the Taneytown Mayor and Council that they consider allowing him to erect a National Civil War Memorial in the city. As 2018 nears its end, the proposal looked more and more likely, with council members lauding and advancing the idea.
After more than a year of back and forth discussions between the Board of County Commissioners and the mayor and town council of New Windsor, the two groups implemented a pay-as-you-throw trash pilot program.
Hampstead Overlook, a proposed 250-home development in the Town of Hampstead, was a hotly contested topic in 2018. Concerned citizens railed against the development because of environmental and traffic concerns. The town council rezoned the 118-acre property from industrial to residential.

Westminster's girls lacrosse team defeated Mt. Hebron on May 24, 2018 for its first state championship in program history.
Century's baseball team won the Class 2A state championship by beating La Plata 4-1 on May 26, 2018 at Ripken Stadium.
South Carroll defeated Patuxent 2-0 on Nov. 10, 2018 at Washington College to take the Class 1A field hockey state championship
Liberty field hockey beat Hereford 1-0 to capture the Class 2A state championship Nov. 10, 2018 at Washington College.
