Hogan picks District 4 delegate for Frederick and Carroll counties

FREDERICK - Gov. Larry Hogan has chosen an associate professor at Bowie State University to fill a state delegate seat representing parts of Frederick and Carroll counties.
A spokeswoman for the Republican governor said Tuesday that Barrie Ciliberti (sil-ih-BERT'-ee) of Urbana will fill the seat vacated by Delegate Kelly Schulz' pending appointment as secretary of the Department of Labor, Licensing and Regulation.
Ciliberti tells The Frederick News-Post that Hogan gave him the news Monday. He says he doesn't know when he'll be sworn into office.
The 78-year-old Republican is an associate professor in Bowie State's College of Education. He served one term in the House of Delegates from 1995 to 1998, representing part of Montgomery County.
