Charles Harrison: Professionalism, leadership and work ethic

Citizens of Carroll County, many of you already know me, but let me introduce myself here as a candidate for public office, and ask for your vote.

My name is Charles Harrison and I currently serve as a Judge of the Orphans' Court of Carroll County. I have served in this position since being appointed in January 2013, and am now running for election to the Bench. I would like to thank Commissioner Haven Shoemaker and the elected officials representing Carroll County for proposing and supporting legislation to increase the salaries of the Orphans' Court Judges. Their support acknowledges the tremendous responsibility placed on the Court and the performance of the Judges. It has also increased the number of candidates running for Orphans' Court Judge.

As a result of that increase, (1) a greater responsibility has been placed on voters to select the most qualified candidate and (2) it is even more appropriate for me to tell voters exactly why you should vote for me.

Orphans' Court Judges impact the lives of citizens during vulnerable, stressful times that involve the loss of a love one. These times often bring out our best characteristics as well as our worst. Families are often in crisis. It is critical that Judges be experienced, compassionate, professional and objective as they guide families through the probate process. These times require active listening, quickly identifying the issues involved, making logical, common sense decisions and issuing decisions in a clear, concise manner. Judges are responsible for ensuring that the wishes of the deceased are carried out, that their legacy and assets are protected and that Maryland Estate and Trust laws are followed. These are responsibilities that should not be taken lightly. I bring new motivation and an increased energy level to the Court. That motivation and energy can be seen in the professionalism, leadership, and work ethic I bring to each case. It also is seen in the working relationships I have developed with my fellow Judges, the Register of Wills Office, States Attorney, Sheriffs Office, Court Room Security Officers, Attorneys and the legal community in general.

My common-sense leadership style, judicial temperament, conflict resolution skills and decision making abilities derive from the training I have received and my life experiences. I have a Bachelor of Science Degree in Education, a Master of Science Degree in the Administration of Justice and considerable work towards a Masters Degree in Public Administration. I am a graduate of the FBI's Executive Development Institutes I and II. I have also been designated a Certified Protection Professional (CPP) by the American Society of Industrial Security.

I was an Army Captain and armed Helicopter pilot, in South Vietnam. I was awarded the Air Medal, the Vietnam Service Medal, the Army Commendation Medal and the Bronze Star in addition to other service medals. My service to my community included 28 years in the FBI as a Supervisory Special Agent, FBI Assistant Inspector, and Unit Chief.

During my law enforcement career I received numerous exceptional performance awards from the FBI and CIA. I am also a recipient of the Sons of the American Revolution Law Enforcement Commendation Award. Upon retirement, I founded Harrison & Associates, LLC, an investigative and security consulting company. I have also served as Adjunct Professor of Criminal Justice at Coppin State University, President of the Carroll County Public NAACP, member, County Ethics Commission, and Community Media Center Board, vice President of the National Organization of Black Law Enforcement Executives, Maryland Chapter, and Mediator, Baltimore Better Business Bureau. I currently serve on the Shepherds Staff Outreach Board of Directors. I consider service as Orphans' Court Judge, a natural-extension of my commitment to the community.

I will need your help to continue my service to the citizens of Carroll County.
