If elected as a member of the Carroll County Board of Commissioners, Barbara will work closely with the Board of Education to insure there is priority funding for Education. Education is the cornerstone to economic prosperity for our community.

Biller has been actively involved, since 2001, in support of Carroll County Public Schools and the dedicated teachers who deliver quality education to our students. From speaking in the classroom to encouraging academic achievement and creating over 25 internships out of the classroom; speaking in conference rooms to share with faculty / staff how to prepare students for employment, and speaking in boardrooms on program offerings, curriculum and budget. Mrs. Biller was born, raised and educated in Maryland. A product of the public school system, she attended Villa Cresta Elementary School, Dumbarton Junior High School and graduated from Parkville Senior High School. She received her Associate of Science degree from CCBC (then known as Essex Community College). She received her bachelor's degree in Business Adminstration from Towson University and her MBA from Loyola College of Maryland. She and her sister were the first in the family to achieve college degrees.

Barbara and her husband, Andy, were married in 1987. They bought their first home and have remained in Carroll county to raise their 2 children. Andy, a life-long resident of Carroll County, worked as an engineering designer and in the family business, Biller's Fence Craft, before starting Intellitech with Barbara. Intellitech has grown to design and manufacture liquid filling/finish equipment for the bio-tech and pharma industries. The company currently supports customers in 26 states and 4 countries.

Prior to starting her own business, Mrs. Biller worked for Westinghouse Electric Corporation, acquired by Northrop Grumman Corporation. During her 23 years there, she worked in positions of increasing responsibility in the engineering and manufacturing departments.
