Carroll County residents expecting to vote for Republican Congressman Roscoe Bartlett to represent them in the 6th Congressional District will be sorely mistaken as this upcoming election will be the first chance for voters to choose representatives in the newly redrawn 1st and 8th Congressional Districts.

In October, Gov. Martin O'Malley signed off on a congressional redistricting plan that was developed by a five-member advisory committee he appointed. The redistricting plan split Carroll County between a district made up mostly of the Eastern Shore and one stretching from western Carroll to the Washington, D.C., suburbs.

The plan shifts Carroll from Bartlett's 6th Congressional District and moves the northern parts of the county into the district of Eastern Shore Republican Rep. Andy Harris and southern and western Carroll into the district of Democrat Rep. Chris Van Hollen.

Before O'Malley passed the bill establishing the new congressional redistricting, Carroll was entirely in the 6th Congressional District with other Western Maryland counties. Now, Carroll is split between the 1st and 8th congressional districts.

States must redraw congressional districts every 10 years according to data from the latest U.S. Census.
