The Carroll County Sheriff's Office says a 19-year-old Manchester resident was arrested and charged with assault after an incident Friday in the parking lot of Manchester Elementary School.
According to the Sheriff's Office, deputies were called to the school on York Street in Manchester at about 11 p.m. for a report of a fight. Upon arriving, deputies found a car with several people — and also found what appeared to be pistol grips to a handgun. They later determined that while the people in the car were waiting for a friend, a man emerged from the woods, brandished a handgun and forced the driver out of the car and to the ground. Another passenger struggled with the man, who fled.
On Saturday, detectives arrested Matthew Rufe, 19, and charged him with first- and second-degree assault and reckless endangerment.
