Troopers said Dowden was not crossing in a crosswalk and was wearing dark clothing. The driver remained at the scene and troopers said speed and alcohol are not believed to be factors.

Dowden was pronounced dead at the scene, and the road was closed for about two hours. Any witnesses are encouraged to contact Trooper First Class James Lantz at the Westminster State Police barrack.
