Todd Duncan, who is accused of running the Baltimore operation of the Black Guerrilla Family prison gang, plans to plead guilty Tuesday afternoon in U.S. District Court in Baltimore to a drug conspiracy charge, his lawyer said.
Attorney Robert H. Waldman said Wednesday that both he and prosecutors agreed to recommend a 15-year sentence as part of the plea deal and sentencing is expected to be held in 45 to 60 days.
Duncan is one of 14 alleged BGF members indicted on a racketeering charge, which carries a possible life sentence that the plea agreement allows him to avoid. Court documents allege that Duncan was dealing drugs and recruiting gang members while working for a city-funded nonprofit intended to steer young people away from gangs and violence.
