A Westminster woman died Saturday morning when two vehicles collided on Route 140 near Westminster. Barbara Ann Elban, 56, was struck in her 2003 Toyota Camry by a pickup truck at the crossing of Route 140 and Bethel Road, according to state police. A passenger in the Toyota, Michael Daniel Elban, was taken to Maryland Shock Trauma Center with injuries not considered life-threatening. According to an initial investigation, the pickup truck ran a red light, striking the Camry, police said. The truck's driver, Seth Wilhelm Baier, 28, refused treatment, state police said. No charges were filed Saturday, police said.
