A 19-year-old woman was found bound with tape and shot in the neck Sunday night in East Baltimore, according to police. A passerby found the woman in the 1500 block of N. Patterson Park Ave. about 9:45 p.m. and took her to an area hospital, where her condition was unknown Monday, police said. The victim also suffered puncture wounds to her torso, according to officers. Police said they had located a crime scene and identified a possible suspect.
