Police arrest man, 21, and teenager on drug charges

A man and a teenager were arrested Sunday afternoon and charged with multiple drug violations after police stopped a 1994 Lexus that the man was driving with a fraudulent temporary tag in the 1600 block of E. Monument St.

When the driver fled the vehicle, he was chased by Sgt. Dennis W. Workley and arrested near the scene. The teen, who attempted to flee with raw heroin valued at $2,000, was arrested by an off-duty city police officer working security at nearby Johns Hopkins Hospital, Workley said.

St. Matthews Evans, 21, of the 2800 block of Oakford Ave. was charged with possession of raw heroin with intent to distribute and possession of drug paraphernalia, including cutting agents; he was being held at Central Booking and Intake Center. The teen was charged with the same drug offenses and was being held at the city's Juvenile Detention Center.
