Maryland flag at half-staff Tuesday to honor Del. Webster

Maryland's flag is to be flown at half-staff Tuesday in memory of former Delegate Kenneth L. Webster, who authored legislation to make Maryland the second state to recognize the Rev. Martin Luther King Jr.'s birthday as a holiday in 1974.

The state flag will be flown at half-staff from sunrise to sunset in honor of Webster, who served in the General Assembly from 1970 to 1978.
