Baltimore's Northern Parkway was blocked early Tuesday morning as city crews worked to repair a water main break in the area.
The stretch of Northern Parkway between Charles Street and Roland Avenue was closed to westbound traffic for repairs on a 20-inch water main, the city's department of public works said on Twitter.
Water froze on the section of roadway near Gilman School.
City officials urged motorists to avoid the area.
