As of 8:30 a.m. Tuesday, there were no major delays on local highways, but accidents on the outer loop of the Baltimore Beltway near Providence Road and on southbound Interstate 95 near Route 175 were causing traffic to slow.
Many streets around the Mount Royal cultural district in midtown Baltimore have been closed in preparation for this weekend's Artscape festival.
No delays were reported on mass transit systems.
