The vote took place in Lancaster, Pennsylvania, as part of the annual Northeastern Jurisdictional Conference of Methodist churches. She serves as the Baltimore Metropolitan District superintendent.

Moore-Koikoi grew up in a Methodist family, with her father serving at churches in the Northeast. She received a bachelor's degree from the Loyola College in Maryland and a master's degree from the University of Maryland. She served as a school psychologist in Anne Arundel County Public Schools for 17 years, before moving to ministry.

She is married to the Rev. Raphael Koikoi, pastor of Sharp Street Memorial United Methodist Church in Baltimore.
