Police say Thomas Mozingo of Centreville was passing another vehicle in a no-passing zone when another driver tried to move to the shoulder to avoid his car, but the cars still collided.

Mozingo's passenger, 21-year-old Samantha Roark of Still Pond, was killed at the scene, as was the passenger in the other car, 25-year-old Amelia Sichler of Elkridge. Mozingo died at a hospital. The driver of the other car, 25-year-old John Ford of Odenton, was taken to a trauma center.
