Police say the incident happened Friday evening. A passerby reported seeing the boy walking south by himself on the shoulder of U.S. 13. Authorities say during the one-hour period in which the boy was found, Evans did not contact 911 to report that her child was missing.

Officials say the boy was turned over to family members.
