Police: Government contractor with top secret clearance arrested on child porn charges

Baltimore County police say a Gwynn Oak man arrested Tuesday on child pornography charges was a government contract worker whose job required top secret clearance.

Roger Wayne Woods, 34, had thousands of sexually explicit images of young girls, according to charging documents in the case.

Last month, a detective was investigating a network used by people sharing child pornography, the documents say. The investigation led him to focus on a device that was eventually traced to Woods.

Court documents say Woods worked in a government-related job in Virginia requiring top secret clearance, but do not specify who his employer is.

A spokesman for Harris Corporation, a Florida-based communications and information-technology company, confirmed that Woods is employed as a call center technician.

Police searched his home Tuesday after Woods' roommate let them in, seizing a desktop computer and external hard drive in Woods' bedroom, according to the court papers. Woods was arrested when he came home from work that night.

Woods used software that is meant to make it harder for authorities to track a person's Internet activity, the documents say.

Police said there is no evidence that Woods had sexual contact with any children.

He is charged with possession and distribution of child pornography, and is being held at the Baltimore County Detention Center on $350,000 bail. No attorney for him was listed Thursday in electronic court records.
