A Baltimore City councilman said he will introduce an ordinance to restrict nonresident parking in the neighborhoods near Morgan State University, where community members say students monopolize the spaces.
Some streets next to Morgan State are already part of the city's residential permit parking program, which restricts parking without a permit to two hours.
Councilman Bobby Curran, who represents the area, said nonresidents sometimes just move their cars to spaces in the area to get around this constraint. He has drafted an ordinance, which he plans to introduce Monday, that would limit nonresident parking to no more than one hour within the area during a single day.
Curran said the ordinance would be "less cumbersome" than the usual administrative process, which includes gathering signatures from at least 60 percent of the residents.
"I've been trying to work administratively," Curran said. "Now it's time to become a bit more proactive."
On Monday, residents protested at Cold Spring Lane and Perring Parkway to draw attention to the problem. Community representatives were scheduled to meet with Morgan President David Wilson on Wednesday to discuss the issue.
"It's been a stickler of an issue for years," he said.
Perring-Loch resident Sydnei SmithJordan, who organized Monday's protest, said she has spoken to Curran but she said the city transportation department has not been enforcing the current two-hour restriction.
"With it being one hour per day, who would enforce that?" she asked.
