One southbound lane of Russell Street between Hamburg and Bayard streets in South Baltimore will be closed Thursday, city transportation officials said.
The lane closure is expected to remain in effect for up to three weeks while crews complete emergency utility work.
Transportation officials said drivers should expect congestion and delays and use alternate routes, including Interstate 395.
