Death of toddler last year ruled homicide by 'malnourishment and neglect'

Police have concluded that the death in November of a 20-month-old boy in East Baltimore was a homicide.

Pernell Morris died of "malnourishment and neglect," police said in a statement.

The child was found not breathing in a home in the 1200 block of N. Eden St. in Oliver on the afternoon of Nov. 10, Connolly said. The child was taken to a hospital and pronounced dead.

Police did not identify any suspects Monday and have not made any arrests. They did not say how they determined the death to be a homicide, or why it took seven months to reach that conclusion.

Police did not respond to a request for more information. The Office of the Chief Medical Examiner referred questions to police.
