Two former Maryland governors joined Gov. Martin O'Malley Monday morning at a news conference marking the formal inauguration of Plan Maryland.
Harry R. Hughes and Parris N. Glenedening, both Democrats, praised the plan as a continuation of their work while in office to protect the Chesapeake Bay.
Back at the State House where he served from 1979 through 1987, Hughes, 85, joked that "at my age it's great to be anywhere." The former governor appeared to be in excellent health and good spirits, pausing for a long conversation with Glenedening, who served from 1995 to 2003.
