About 6:30 p.m. Friday, a woman called 911 and told dispatchers that a man driving a white van and displaying badge tried to pull her over after a minor traffic dispute on Forest Drive, Annapolis police said. The woman did not pull over and drove way from Hall, police said.

Hall continued to follow the woman, but fled in his van when officers arrived, police said. Officers arrested Hall and found a badge and handcuffs inside the van, police said. Officers said Hall identified himself as a federal agent.
