Anne Arundel County Police Chief Kevin Davis has appointed an assistant chief and a civilian chief of staff after being granted permission to do so by the County Council.
In October, the council approved a bill to give the police chief more leeway in hiring his top staff. The bill became effective Thursday, and Davis immediately announced the hires — both having connections to the Prince George's County Police Department where Davis previously worked.
Bill Lowry, who worked as a police officer for Prince George's for decades, is the new Anne Arundel assistant chief. He was sworn in Thursday.
Lowry served in Prince George's from 1973 until 2000, when he left to become security director for the Washington Redskins football team. He also has worked in emergency management for NASA and in security for the Miami Dolphins.
Amal Awad will become the civilian chief of staff to Davis on Dec. 19. Awad is a former Prince George's County police officer who was executive officer to Davis when he was that department's assistant chief. She holds a master's degree in management from Johns Hopkins University.
