More than two dozen Annapolis residents are asking the city's Board of Supervisors of Elections to investigate the residency of Alderman Kenneth Kirby, who is running for re-election this fall.
Kirby, a Democrat, has had repeated controversy over where he lives, dating to early 2012, when Kirby was found staying at a public housing apartment that police searched as part of a drug investigation. Kirby was not accused of any criminal wrongdoing, but the incident raised questions about his residency, because the apartment where he was staying was not his official address.
Kirby has said in the past that he often stays with friends.
Reached Tuesday morning, Kirby said he had not yet seen the letter. "My address is 1236 Crows Nest Court. That's my only comment," he said.
The signers of the letter, however, question whether Kirby lives there.
Scott Bowling, who did not sign the letter but drafted it and recruited signatories, said the Crows Nest Court address used by Kirby is owned by someone else and is not listed as a rental property by the city.
Bowling said he has nothing against Kirby, but feels city laws must be followed. He said the city's charter requires a candidate to live in the ward they seek to represent for six months prior to the election.
"It's not personal. It's not political. It's about the integrity of the process," Bowling said.
It's not clear yet how the Board of Supervisors of Elections may handle the matter. The board's next meeting is scheduled for Aug. 14.
