Will some groups of people pay higher premiums than others?

You no longer can be charged higher premiums for being in poor health. But premiums can vary based on age, whether you smoke and where you live. Older consumers who tend to be heavier users of health care can't be charged more than three times the premium for a young adult. Smokers can be charged up to 1.5 times more than a non-smoker. Health care costs more in some places, leading to geographic variations. For example, in Maryland, people in Baltimore will pay slightly more than those in the western part of the state.
