Things are strained between the Underwoods after their Moscow trip. We flash forward to the couple renewing their wedding vows a month later, but even then, things seem different between them.
Frank chalks this up to their fight, where they said things that can't be unsaid to each other. He opens up about all this to Tom, the author writing his book, one night.
I don't like this one bit. The best part of this show is Frank and Claire, united and wreaking havoc.
"I can't believe we've become this," Claire says.
"We're not a team at the moment," Frank says, after embarrassing Claire in a cabinet meeting.
Doug and Gavin
Gavin meets with Doug and tells him that he has found Rachel in New Mexico using traffic cameras and asks for his passport. Doug tells him he'll give it to him only when he delivers an address.
When not monitoring Santa Fe traffic cameras, Doug is hanging out at a going away party for his physical therapist. That party turns in to a sleepover.
Killing Social Security
Frank addresses the nation and tells the citizens that Social Security has reached the end of its lifespan and it's time to fund America Works nationwide. Some members of Congress appear on Meet the Press and offer their bipartisan support.

The Roosevelts
Frank visits the Roosevelt memorial, and the image of the Franklin and Eleanor statues, around the corner from each other, strikes him. "We have to do something, Claire," Frank says.
Claire knows.
Claire decides to dye her hair back to the color it was when she first met Frank, and they return to the church where they were married to renew their vows.
"I didn't think I deserved her," Frank tells Tom.
The resolution
Claire goes to work on saving her U.N. resolution after Israel does some maneuvering that threatens to kill it. She confronts the Israeli ambassador, and demands Israel's support once the resolution goes to the floor.
The Israeli ambassador doesn't like Claire's tact and responds by trashing Frank. "My husband is the bravest and most resolute man I know," Claire responds. "He will succeed in this plan."
Claire returns to the White House to find a note from Frank, reading "Nothing is forever, except us".
Their political lives might still be in turmoil, but it looks as though the Underwood's marriage is safe again.
