Even when Halloween isn't in the air, Baltimore can be a strange place. But that's one reason we love it so. Hey, we're a city whose mayors have included, at various times, a guy dressed in a duck suit and a woman who forgot that gift cards were supposed to be gifts. We're a city that's given the world Babe Ruth, Spiro Agnew, Mr. Boh, Frank Zappa, John Waters and Stacy Keibler. Now there's a cast of characters that would do any city proud.
